- The U.S. Department of Energy, Office of Scientific and Technical Information (OSTI) intends to award a purchase order on a sole-source basis to Springer Verlag, under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. Simplified Acquisitions Procedures under FAR Part 13 will be used. See attached list of 2005 Electronic Journals Archive. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm's ability to provide equivalent 2005 electronic journals archive and rationale as to why they should be considered, as described above. All interested firms must respond by 1:00 p.m. (EST), September 29, 2005, to Henrietta Thompson, U.S. Department of Energy, 1 Science.gov Way, Oak Ridge, Tennessee 37830. Fax Number 865-576-3589. A determination by the Government not to compete this proposed purchase order based upon reponses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement . No reimbursement for any costs connect with providing capability information will be provided by DOE.
