Description
The Social Security Administration has a requirement for a qualified contractor to transcribe large volumes of Agency hearings specifically courtroom proceedings from standard analog cassette tapes (C-60 and C-90) and digital recordings which may become available through other storage media online. All work shall be performed in accordance with a prescribed format and within the designated timeframes of 1, 5 and 10-day turnaround times. Most hearings are recorded on 4-track continuous court recorders at a recording speed of 15/16 IPS or 15/32 IPS, utilizing standard cassette tapes, usually C-60 and occasionally C-90. Occasionally older 2-track equipment is used, which has a recording speed of 1-7/8 IPS and utilizes standard C-60 cassettes tapes. The contractor is required to have compatible transcribing equipment for both 2 and 4-track recorded tapes. At some time during the period of performance of this contract, the Government and the contractor may mutually agree to include provisions for the use of other recording media. Digital audio file format will be delivered as a multi-track proprietary ForTheRecord (FTR) version or as a standard Red Book audio file formal (wav.file). FTR players are available free from the manufacturer’s Web Site. To access FTR for the CDs, transcribers must have at least Windows XP access. The entire text of the hearing must be transcribed verbatim in accordance with Government supplied samples of hearing transcripts. Contractor shall be required to furnish all necessary personnel, materials, services, facilities and equipment to perform all tasks necessary to the performance of transcription typing services; which encompasses responsibility for quick turnaround times, accountability, quality control review procedures, and pickup/delivery services to the Office of Hearings and Appeals located in Falls Church, VA. This acquisition is being conducted under Part 12 of the Federal Acquisition Regulation (FAR) regarding the acquisition of commercial items, Part 13.5, Test Program for Certain Commercial Items and subject to the Service Contract Act. SSA anticipates awarding multiple firm-fixed price indefinite delivery indefinite quantity (IDIQ) type contracts for this effort. The period of performance will be for one year (12 months in duration) with four (4) successive, one-year options periods, if exercised. The request for proposals (RFP) will be issued under solicitation number SSA-RFP-05-1048 which is scheduled for release on or about July 22, 2005, with responses due 30 days later. Past Performance and experience will be paramount factors in selecting awardees. The North American Industry Classification System (NAICS) code for this requirement is 561410. The standard size is $6 million. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media for downloading via the internet at the FedBizOpps website (http://www.fedbizopps.gov) Potential offerors shall be responsible for monitoring the internet site for release of the solicitation and amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions.
