Description
1.1 Project Background and Objectives 1.1.1 The Navy seeks to procure IT-based electronic security and Workflow Management hardware, software, services, supplies, maintenance/support agreements, and related infrastructure in order to upgrade the existing Automated Access Control Systems (AACS) and enhance the Shipyard’s Workflow Management processes at three U.S. Navy-owned Shipyards. 1.1.2 The Navy’s objective is to improve common area security at these mission critical sites, increase interoperability between shipyard AACS systems, support shipyard Workflow Management and via a Corporate 1000 Common Proximity Access Card through the appropriate software interfaces and card readers. 1.1.3 This project will further the goals of the Navy’s Shipyard Transformation Plan, signed into action September 9, 2003, to include the application of better Information Technology (IT) systems as part of its mission. 1.1.4 All existing AACS at each of the Naval Shipyards will be upgraded, to allow for improved security, greater interoperability between systems, improved Workflow Management control, and eventually, common IT-based server access. This SOW is for the immediate upgrade of the AACS system at the Norfolk Naval Shipyard (NNSY), the Puget Sound Naval Shipyard (PSNSY) and the Portsmouth Naval Shipyard (PNSY). 1.1.5 This SOW applies to NNSY, PSNSY and PNSY and is to upgrade the IT-based electronic security software, services, supplies, maintenance/support agreements, and related infrastructure in an effort to upgrade, existing AACS and extend the AACS’s capabilities to perform as the Shipyard’s Workflow Management System. 1.1.6 The objectives of this SOW are: • NNSY – Primary objective is the immediate upgrade of the AACS, Info Graphics (MP32) to Info Graphics (Diamond II) and the enhancement of the shipyard’s Workflow Management System. Secondary objective to upgrade all the existing card readers from magnetic swipe to proximity/magnetic swipe. This will installation will be a complete turnkey operation. • PSNSY - Primary objective is the immediate upgrade of the AACS, Info Graphics (Diamond I) to Info Graphics (Diamond II) and the enhancement of the shipyard’s Workflow Management System. Secondary objective is for PSNSY personnel to upgrade all the existing card readers from magnetic swipe to proximity/magnetic swipe. • PNSY - Immediate upgrade of the AACS, SimplexGrinnell (I-Secure Pro), from fiber to Ethernet. • The system will provide input for command and control functions to keep base leadership apprised of events, provide for enhanced communications, offer better informed decision-making toward base emergency response implementation, and monitoring and adjustment to base responses.
