Description
The National Capital Planning Commission seeks professional expertise to redesign its website. The redesigned website will better educate the public about NCPC, its mission and activities; provide better access to NCPC?s information; provide easy navigation; be operable on all commonly used browsers; adhere to Section 508 of the Rehabilitation Act of 1973 and meet OMB?s standards on accessibility to all users; reflect a new look and feel; put NCPC?s website on par with the best federal government websites; and be easy to update and maintain. The National Capital Planning Commission is a federal agency that provides overall planning guidance for the development of federal land and buildings in the National Capital Region (NCR). The NCR includes the District of Columbia; Prince George's and Montgomery Counties in Maryland; and Arlington, Fairfax, Loudoun, and Prince William Counties in Virginia. The Commission seeks to protect and enhance the historical, cultural, and natural resources of the nation?s capital through its planning policies and review of development proposals. NCPC activities impact residents of the National Capital Region; visitors to the nation?s capital; the public at large; professional planners and architects; federal, state, and District of Columbia government agencies; students of planning and architecture; and members and staff of the National Capital Planning Commission. Each potential offeror must submit a written cost and technical proposal addressing the requirements identified in the Scope of Work. Proposals will be evaluated in accordance with the following criteria, which are listed in order of importance. The selected offeror will best meet these qualifications: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in website design. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with government agencies and private industry in terms of cost, control, quality of work, and compliance with performance schedules. (5) Cost. (6) Participation of small business (e.g., Woman Owned Small Business, HubZone Small Business, Veteran Owned Small Business), small disadvantaged businesses, and historically black colleges and universities, or other minority institutions, in the proposed contract team, measured as percentage of the estimated effort. Offerors failing to submit any of the aforementioned data will not be given further consideration. The proposed contract will be for a period of eighteen (18) weeks. All proposals must be received in this office no later than 5:30pm on September 20, 2005. Proposals for this project may not exceed 20 pages and must be submitted via electronic mail, facsimile or hand-delivered to the COTR at the address below.
