- NASA/ARC has a requirement to design and deliver a comprehensive web-based, interactive Assessment and Individual Development Planning System to The Ames Systems Engineering and Project Management Development Program. NASA/ARC intends to purchase the items from Klarity, Inc. 13438 E 104th Drive, Commerce, CO 80022. Klarity, Inc. has a unique knowledge of completion results of the Ames strategic plan that is aligned with the President?s Management Agenda. Klarity has developed a web-based assessment and individual development planning system for NASA?s Academy of Program and Project Leadership and has the corporate and technical knowledge necessary to develop the requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the 19th of September 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
