Description

The General Services Administration?s Public Buildings Service (GSA/PBS) intends to issue a contract to The University of California?s Center for the Built Environment under the authority of FAR 6.302-3: Industrial mobilization; engineering, developmental, or research capability; or expert services. The purpose of this requirement is to provide completion of a detailed Under-Floor Air Distribution Cost Model Study. The PBS Office of Applied Science is acquiring these services in order to complete the final three phases of work needed to develop a cost analysis tool as follows: 1. First cost model development and validation; 2. Life-cycle cost (LCC) model development; 3. Prepare final report summarizing cost database, documenting methodology and describing findings. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-3. The NAICS code is 541710. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. The Government will consider all responses received by 3:00 p.m. est., Wednesday, September 21, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
