Description
The Officer in Charge requires services for the inspection, preventive maintenance and repair of Utility Distribution Systems and Fire Suppression Systems at Naval Weapons Station Earle, Colts Neck and Leonardo, New Jersey. The Contractor shall provide all labor, equipment, material, tools, transportation and supervision required to inspect, perform preventive maintenance, repair, alter, and improve Utility Distribution Systems including Potable Water, Sanitary/Sewage, Steam, and Fire Suppression Systems and all related electric, electronic, piping and mechanical systems (both interior and exterior), in buildings, and on grounds and roadways (both aboveground and underground) at Colts Neck and Leonardo locations. This work includes the preventive maintenance and repair service of all components, devices, equipment, and associated systems consisting of pumps, diesel engines, electric motors, compressors, sensors, control systems, right-angle drives, drive shafts, flow indicators, tamper switches, freeze protection systems, heat exchangers, piping, valves, hydrants, expansion joints, heat trace, insulation, strainers, pipe slip lining, water main pipe breaks, sanitary sewer pipe breaks, utility distribution line pigging/cleaning and TV Camera inspections, and all other items of equipment essential to the proper operation of the Utility Distribution Systems including Potable Water, Sanitary/Sewage, Steam, and Fire Suppression Systems on all Piers 1, 2, and 4, on the Main Trestle, on Trestles 2 and 4, and in all buildings (both interior and exterior), and on grounds and roadways (both aboveground and underground), located at Naval Weapons Station Earle, Mainside Station, Colts Neck, NJ and the Waterfront Complex, Leonardo, NJ. The contractor shall prepare and/or obtain all required permits from the Local, State, and Federal Agencies that govern the work location. The Contractor will NOT be responsible for high voltage (over 600 volts) electrical distribution system controls and panels, but will be responsible for wiring and power (under 600 volts) from controls and electrical panels to the controllers, pumps and other components. The work identified is to be provided by means of a combination Firm Fixed Price and Indefinite Quantity type contract. This procurement will be handled under Source Selection procedures. Award will be made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other Factors, (1) Relevant Past Performance, (2) Management, Organization and Staffing, (3) Quality Control/Customer Service Plan, and (4) Commitment to Small Business considered. Offers shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The total contract term, including the exercise of any options, shall not exceed 60 months. The proposed procurement will be issued as a NAVFAC Electronic Facilities Support Contract with online ordering using DOD EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DOD EMALL Encrypted Software. The North American Industry Classification System (NAICS) is 238990 and the size standard is $12,000,000. The proposed procurement listed herein is 100% Set-Aside for Small Business concerns. The RFP will be available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the electronic solicitation (E-Sol) website on or about September 28, 2005. Estimated proposal due date shall be at least 30 days after the RFP is posted on the E-Sol website. The site address is http://esol.navfac.navy.mil. Notifications of any updates or amendments to the solicitation will be posted on the website only. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to register in the Central Contractor Registration (CCR) database. Failure to register in the CCR database will make an offeror ineligible for award.
