Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake CA intends to enter into negotiations for a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for a period of five years on an other than full and open competition basis to TEAC Aerospace Technologies Inc. The government requires TEAC video/data recorders in support of NAVAIR WD flight testing. The video/data recorders shall provide for the following capabilities and characteristics: MPEG II (or higher) compression format; three video input capability minimum; built-in two-channel audio; RS-170 or NTSC video input; serial interface for configuration and setup (or equivalent); removable data storage medium; +28 VDC input power; 50 watts max power; mountable in any axis; and not to exceed 10 pounds. The units must be airborne qualified 7 inches wide by 6 inches high by 10 inches deep. The operating environmental capabilities must meet or exceed the full flight envelope of the flight test aircraft in accordance with (IAW) MIL-STD-810F. The environmental requirements include, but are not limited to: temperature of -30 to +70 degrees Celsius; vibration capability IAW MIL-STD-810F method 514.5; shock capability of 40 G minimum, half-sine, 11 msec, three axis; and static load capability of 13.5 G with no permanent deformation, 27 G with no structural failure. The minimum number of MDR80N recorders to be procured is 4; the maximum is 20. The minimum number of 80RMM-SS25 memory cartridges to be procured is 10; the maximum is 50. The minimum number of RMM-IU80 interface adapters is 0; the maximum is 15. The minimum number of MDDS-4 software licenses is 0; the maximum is 20. Delivery of all contract line item numbers (CLINs) will be FOB destination to the Naval Air Warfare Center Weapons Division China Lake, CA 6 months after receipt of order. Award will be issued under the authority of the test program for commercial items (FAR 13.5). The MDR80N derivative, the Solid State Recorder (SSR), has been selected as the Navy's standard F/A-18 cockpit recording system, replacing the current cockpit video recording system (CVRS) on future production aircraft. The MDR80N is therefore required to maintain commonality between the existing TEAC V-83 recorder systems and the SSR of the production aircraft. The memory cartridges, archiving hardware and software, and data processing procedures for each recording system remain common and compatible with each recorder system. This commonality between test aircraft recorders and fleet aircraft recorders is essential to logistics support, data transfer, processing and training of flight test engineers and aircrew.! Infrastructure for pilots debrief, data analysis, and secure network distribution is already in place and will be compatible with this equipment. This requirement is limited to TEAC as they are the only source capable of maintaining the necessary commonality and compatibility of equipment. Any firms believing that they can provide the above listed recorder system, clearly showing their ability to do so without compromising the quality, accuracy, and reliability of the data, while achieving the compatibility issues stated above, may submit a written response to be received at the contracting office no later than 28 Oct 05. All responsible sources may submit a quotation, which shall be considered by the agency. Award of this contract is expected to be on or about 30 Nov 05.
