Description
FY05 MCAF PNEG043092, Mirror Coating Facility, Maui Space Surveillance Site, Haleakala, Maui, Hawaii. This design-build project is a fast-track requirement to both design and build an on-site mirror coating facility required to support the Advanced Electro-Optical System (AEOS) telescope. Construction will be at a remote site at an elevation of approximately 10,000 feet. The project also includes site work, mechanical, electrical, and fire protection appurtenances. Estimated cost is between $5 Mil lion and $10 Million. Non-price evaluation factors will be: (a) past experience, (b) past performance, and (c) past performance in complying with Small Business Program Small Business Subcontracting Plan. A pre-proposal site visit and conference is curre ntly scheduled to be held at the project site from 27-28 October 2005. The following is provided as advance notification, and it is imperative that these visit request procedures are complied with to enable attendance at the pre-proposal site visit and co nference. Information via a letter on letterhead from the visitors employer signed by an individual from the security or personnel office or a Department head of the visitors organization (cannot be signed by the visitor) shall be submitted via email to Kalani.M.Smith@poh01.usace.army.mil. Note that US citizen visitors are required to submit the following at least 3 business days before the site visit and conference: full name, indication of US citizenship, and purpose of visit. Non-US citizen visitor s are required to submit the following at least 10 business days before the site visit and conference: full name, nationality (provide Alien Registration Number if a Permanent Resident), date of birth, place of birth, passport number and country of origin , position and title of the visitor, phone and fax numbers, detailed purpose and dates of the visit, and state your USAF host as Neil Turnbull, Office Symbol DET 15, Office Phone 808-874-1555, FAX 808-874-1640, and After Hours Phone 808-264-3502. The Gove rnment will only respond to questions submitted in writing via amendments to the solicitation. This is an unrestricted procurement utilizing Electronic Bid Sets (EBS). Traditional hard copies of plans and specifications will NOT be available for this pro ject, but will be made available for viewing and/or downloading via the Honolulu District Contracting Website http://www.poh.usace.army.mil/pohct/contracting.asp on or about 7 October 2005. Solicitation documents will NOT be issued on CD-ROM format unless the Government determines that it is necessary. If the Government determines that issuance of the initial solicitation on CD-ROM is necessary, the CD-ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government reserves the right to issue follow-on amendments to the solicitation on the website. It is therefore Contractor responsibility to check the Honolulu District Contracting Website daily for any posted changes to the solicitation.
