Description
Operational Contracting, US Air Force Academy, intends to award a firm-fixed price contract utilizing simplified acquisition procedures for legal research services for the Department of Law at USAFA. The requirement is to support faculty and Cadets. This combined synopsis/solicitation is for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is used as a Request For Quotation (RFQ), solicitation FA7000-06-2-A400, in accordance with FAR parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. STATEMENT OF WORK Legal Research Service 1. SCOPE OF WORK: The contractor shall provide a non-personal service as follows ? furnish all labor, personnel, tools, equipment, materials, supervision, transportation (if necessary), and parts (if applicable), to provide the following services: Access services for computer assisted legal research for the period of 01 Oct 2005 ? 30 Sept 2006. Service to include unlimited access to the following databases and public documents: Sheppards Citations, AutoCite, a professional legal citation service, an extensive full text news service (including major newspapers and magazines), updating service, public, financial, medical, records, filings, and jury verdicts. Unlimited access to databases of all case law and statutes of every United States State and Federal jurisdiction, as well as other English language jurisdictions (England, Australia, New Zealand), law reviews, and scholarly journals. Unlimited printing and downloading is to be included in the price. For location of software, please contact HQ USAFA/DFL at 719-333-3680. 2. CONTRACTOR EXPERIENCE: Maintenance and training shall be accomplished by qualified representative(s). 3. MAINTENANCE OF EQUIPMENT: Work to be accomplished under this contract is listed below. 4. EQUIPMENT/SOFTWARE LIST: a. Software maintenance and user training: Will include software supporting DOS and Windows, for both modem and Telnet (Internet) connections, and all upgrades and telephone support as required. On-site training of user personnel, by qualified instructor(s), up to twice per year, as required. b. Research service must have as follows: Item/Description Qty unit of issue Five subscriptions to Three personal identification the research/news databases access numbers per subscription. and any specialized Academic One site license software package database available free of charge per subscription c. Up to 1,000 copies of instruction manuals (including, but not limited to, library contents lists, quick reference cards, and keyboard templates) as required. 5. PAYMENTS: The contractor shall be paid on a monthly basis. Each month shall be paid in arrears. 6. INVOICES: Copies of invoices (in addition to address in block 18a of the SF 1449) must be mailed to the following address to ensure prompt, accurate payment: 10 CS/SCXA 4199 Academy Drive USAF Academy CO 80840-5060 7. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition and no addenda applies. The provisions at 52.212-2, Evaluation-Commercial items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Offers will be evaluated on a pass or fail basis to determine if the proposed microwave measurement system meets the salient physical, functional, and performance characteristics as stated in the above description. Include in your offer descriptive literature such as illustrations, drawings, or a clear reference to information readily available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable. Once an offer has been determined to be technically acceptable, then the Offeror with the lowest evaluated price will be awarded the contract. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, and the 252-212-7000, Offeror Representation and Certifications with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Status Of Executive Orders Applicable To The Defense Acquisitions Of Commercial Items, applies to this acquisition with the inclusion of the following: 52.203-3, DFARS 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act and Balance of Payments Program.
