Description
The 436th Contracting Squadron at Dover AFB Delaware intends to award a purchase order under Simplified Acquisition Procedures (SAP) to purchase of training aids for Vehicle Maintenance. Quotes must be valid through 30 September 2005. This is a combined synopsis / solicitation for commercial products prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Submit written quotes; oral offers will not be accepted on RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. All FAR clauses can be obtained by accessing the Internet at http://farsite.hill.af.mil. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System Code (NAICS) is 811118, size standard $6, 000,000. The requested items are listed below: 1. One (1) each, Engine Performance trainer from www.megatechcorp.com P/N: MEG 007; OR EQUAL. It?s basically the front half of a car turned into a running training aid to teach computer controls. Has Fault simulation with fully functional engine, transaxle, drive train, suspension, front brakes, dashboard electrical system and a computer. Is portable on caster wheels, comes with video presentation, reference manual, computer software and competency based courseware. 2. One (1) each, 4-wheel ABS trainer from www.megatechcorp.com P/N: MEGABS4; OR EQUAL. It?s basically a complete working computer controled 4 wheel anti-lock brake system attached to a large control board with pressure gauges and wheel speed sensors. It?s used to teach operation, diagnosis and repair of anti-lock brake systems which are standard on almost all vehicles today. Interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be obtained by accessing the Internet at www.ccr.gov. Vendors not registered in CCR database prior to award will be ineligible for award. All contractor charges/invoicing will be in arrears, on a monthly basis. Any award resulting from the solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payments Requests. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor and training information available at no cost is located at www.wawftraining.com. Award will be based on best value determination of price and experience. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Information submitted by offerors in response to this RFQ must be received not later than 22 September 2005 at 4:00 p.m. eastern standard time.
