- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This award will be made subject to availability of funds. (ii) The solicitation number F3C2MX5231A1 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. (iv) Notice: This solicitation is 100% small business set-aside. The associated NAICS code is 334513 with a size standard not to exceed 500 employees. (v) Contract line items: Item 0001 ? 1 Universal Wheel Build-up Stand, Model #8071, NSN 4920-01-440-9168 or approved equal. a. Item Description is as follows: Shall be designed for efficient one-person operation with or without the aid of an overhead hoist. Shall provide for the elimination of operator heavy lifting and provide a stable horizontal position for wheel bolt torque. Shall accommodate any aircraft main or nose wheel with the use of quick-change wheel adapters for each different wheel with floating sockets that are configured to match the bolt pattern and size for the particular wheel. Wheel handling capacity shall be up to 60 in diameter and up to 800 lbs. Item 0002 ? 2 Wheel Adapters, Model BEI3840, or approved equal. (vi) Delivery is to be completed by 30 October 2005. Place of delivery is 5 MXS/LGMT, Attn: MSgt Clifford Butler 402 Fighter Road, Minot AFB, ND 58705. Delivery and acceptance is FOB Destination. (vii) The provision of 52.212-1, Instruction to Offers - Commercial Items, applies to this acquisition and a statement regarding any addenda to the provision. (viii) The provision 52.212-2, Evaluation - Commercial Items, applies to this procurement. The evaluation procedure to be used for this procurement is price and price related factors. (ix) Offers must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with offer (see attachments). ORCA can be accessed at http://www.orca.bpn.gov (x) Clause 52.212-4, Contract Terms and Conditions-Commercial, applies to this acquisition. (xi) Clause52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition: 52.222-19, 21, 26, 35, 36, 37, - 52.225-1, - 52.232-33, - 52.219-6, 252.232-7003. (xii) Vendors must be actively registered with: (1) The Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov. (2) Wide Area Work Flow (WAWF). The WAWF website is https://wawf.eb.mil/. Contractors not registered with these programs may have their proposals rejected as non-responsive. Contractors are required to submit their TAX ID number, CAGE Code, and DUNS number with their proposal (xvi) All sources must submit a quote by 5:00 pm Central Standard Time on Tuesday, 20 September 2005.
