- The VISN 4 Network Pittsburgh, PA 15215 intends to negotiate with UpToDate, 54 Washington Square, Wellesley, MA 02481, on a sole source basis pursuant to FAR 6.302-1 for software and licenses. The Enterprise Subscription to UpToDate on-line for on-site access allows MD consults with unlimited on-site access for VISN 4 for one year and two option years. Access to UpToDate is granted through IP address validation, eliminating the need for users to enter a username and password. Multiple simultaneous users have immediate access to UpToDate from any web-enabled computer within the VISN 4 network. UpToDate provides access to telephone and email technical support. Content updates are performed on an on-going basis and are released every four months. UpToDate is written by physicians. It provides critical reviews of the best practices, and these practices are updated as soon as any information indicates a change is necessary. It is updated daily from its internet site. UpToDate will provide the java script applet necessary to authenticate users. It provides a suite of online information products via desktops to aid in clinical decision making. This product both identifies and critically evaluates best practices for the purpose of assisting in differential diagnosises. Firms who wish to identify their interest and capability to provide an alternate system which will meet the capabilities and functionality described above may notify the Contracting Officer, in writing, no later than 9:00 AM on Tuesday, September 20th, 2005. Such notification must include a complete description of proposed software and licenses, including narrative and capabilities described above. Notification shall be mailed to Pamela Rayburg, Contracting Officer, 7180 Highland Drive, Pittsburgh, PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. This notice is not a request for competitive proposals.
