Description
Defense Supply Center Richmond, a field level activity of Defense Logistics Agency, intends to negotiate with responsible concerns for the establishment of an Indefinite Quantity contract for Industrial Compressed Gas supply and Cylinder retest/refurbishment in Europe. The expected duration of the resulting contract is 5 years, with a base period of one year and four, one year options. Each gas service in the solicitation has two National Stock Numbers (NSN), one for full cylinders and one for exchange. Full cylinder means that the successful contractor delivers the servicable cylinder full of gas to the customer and retrieves no empties from the customer. Exchange means that the contractor delivers servicable cylinders to customer location and picks up empty cylinders of the same size and gas service delivered. See solicitation for specifications required to manufacture and/or test each gas. Direct access to defense and federal specifications, standards, and related standarization documents is available on the internet via http://assist.daps.dla.mil/quicksearch/. Possible direct delivery locations to US Military units in Germany include, Kaiserslautern, Mannheim, Baumholder, Bamberg, Ramstein, Friedberg, Hanau, Kitzingen, Vilseck, Darmstadt, Giebelstadt, and others to be determined, on US Government Steel pallets. Shipments for deployed units in Iraq, Kuwait, Afghanistan, Kuwait, and Kosovo will be delivered to Defense Distribution Depot Europe at Germersheim, Germany for US Military airlift, on contractor-supplied MIL-AIR pallets. Shipments to other areas of Europe will be delivered by direct shipment on contractor-supplied Euro Pallets or US Govt Steel pallets. Delivery schedule required is one (1) or three (3) days, depending upon the priority of the requisition, FOB origin with origin inspection and thirty (30) days, FOB origin for all out-of-stock cylinders. Price redetermination applies to this solicitation. Unit prices will be redetermined every six months based upon the level of cylinder refurbishment performed in the previous 6 month period and 2.5% escalation. Full and open competition applies to this solicitation. This is an unrestricted procurement. Formal source selection applies to this procurement. Formal, written proposals are required from all offerors. Guidance on proposal preparation is provided in the solicitation in Sections L and M. Offerors must be US DOT certified or have access to a US DOT certified concern for the retest of US Government cylinders. This is a critical element. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors described in the solicitation.
