- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This combined synopsis/solicitation (# DHQCSD06MPD0109) is being issued by the Defense Information Technologies Contracting Organization, 2300 East Drive, Scott AFB IL 62225-5406. This solicitation is a Request For Quote (RFQ). (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 2001-24 and Defense Change Notice 20040625. (iv) The resultant sole-source contract will be 100% set aside for PassGo Technologies Ltd, a large business, who owns all proprietary rights to the software's source code and is the only known source for software enhancements and upgrades. NAICS 541519, other Computer Related Services. Size Standard is $21M average annual receipts over past three years. (v)(vi) Annual site license software enhancements and upgrades for the following license: NC-PASS AUTHENTICATOR PREMIER, (PASAMRENPR-1) CARDS FOR USE AT SMCS. (vii) Required Period of coverage for software enhancements and upgrades is 1 October 2005 through 30 September 2006. Delivery is to DISA SSO - Montgomery CDTM 401 East Moore Drive, Bldg. 857 Maxwell AFB Gunter Annex, AL, 36114-3001. (viii) FAR 52.212-1 Instruction to Offerors-Commercial Item, applies to this acquisition. (ix) FAR 52.212-2 does not apply to this sole source acquisition. (x) Quotes shall include a completed copy of the provisions at FAR 52.212-3 Offeror Representation and Certifications-Commercial Item; DFARS 252.212-7000(b), Offeror Representation and Certifications-Commercial Item. (xi) FAR 52.212-4 Terms and Conditions-Commercial Items applies to this acquisition.
