Description
NASA/ARC has a requirement for a Reflectron Time-of-Flight-Mass Spectrometer (RETOF-MS) component that needs to be added to the existing Cavity Ring-Down Spectroscopy ? Pulsed Discharge Nozzle (CRDS-PDN) system at NASA Ames Research Center in order to optimize its use. The purpose of this requirement is add a sensitive complementary analytical tool to Ames? Interstellar Simulation Chamber (ISC). Specifications The RETOF-MS system must be fully adaptable and compatible with the current system at NASA ARC. The RETOF-MS system must include the following items: an Ion Source Assembly, an Offset Adaptor Assembly, a Flight Tube Assembly with 6.0CF and 2.75CF ports, a Reflector Assembly, an 18mm MCP Detector, a System Frame, a Shroud and a Skimmer/Differential Pumping, a Flight Tube Liner/Shield, a Test Chamber, a 3mm Skimmer with Mounting Plate. NASA/ARC intends to purchase the items from from R.M. Jordan Company, Inc., Grass Valley, CA, under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducting under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 24th, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
