Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number PR-CI-05-11427 is issued as a Request for Proposal. This procurement is made on the basis of full and open competition. The NAIC is 334516, the size standard for which is 500 employees. The successful contractor shall provide and install one Isotope Ratio Mass Spectrometer in accordance with the following specifications: Specifications The vendor shall supply an Isotope Ratio Mass Spectrometer that meets the following minimum performance specifications and requirements: 1. Accelerating voltage: Variable accelerating voltage 3-4.5KV 2. Resolution:CNOS m/?m (10% valley) =100% H/D m/?m (10% valley) =100% 3. Sensitivity: (CO2) = 1 ion per 850 molecules at m/z 44 (0.12%) 4. H/D capability: Addition of 1 collector for H2, H3 uses standard triple collector Faraday positioned behind ESF. Linearity range of 35 5. Differential pumping for continuous flow: Not required because of position of turbo molecular pump beneath the ion source 6. Operating software:Windows XP with Mass Lynx Full instrument control and data reduction package. 7. Heart Cutting Technology: Heart cut valve ensures only analytes of interest enter mass spectrometer, not entire combustion products. 8. TCD: TCD constantly monitors continuous flow products from Multi-flow 9. FID/TCD: FID/TCD constantly monitors continuous flow products from Multi-flow 10. Elemental Analyzer Specs: (CO) 18O <0.3o/oo on 50?g of sucrose (H2) H/D<0.5o/oo on 0.7?l water Low T Chrome HDTM (H2) H/D<1.5o/oo on 50 ?g solid sucrose Technical Evaluation Criteria: The Government will award a contract resulting from this RFP to the responsible offeror whose proposal conforming to the minimum specifications will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical acceptability, price, and delivery utilizing the following scale: Unacceptable: Does not meet all requirements of the Specifications. Acceptable: Meets minimum requirements of the Specifications. Superior: Exceeds the Government?s minimum requirements. Offerors shall provide information to demonstrate/substantiate that its proposal meets the minimum requirements as outlined below. Proposal should be no longer than 20 pages. Offerors shall demonstrate / substantiate: A. The instrument shall have a demonstrative sensitivity (CO2) of 1 ion per 850 molecules at m/z 44 (0.12%) under dual inlet operating conditions (assuming CO2 tested is of natural abundance). B. The instrument shall have a demonstrative external precision of .10 permil for 13C (CO2) and .12 permil for 18O (CO2) using International standards: NBS 19 Calcite and CO-8 C. The instrument must demonstrate the ability to analyze whole carbonate samples (otoliths) ranging in weight from 500 - 1500ug under continuous flow conditions. D. The GC interface equipped to the IRMS must allow the operator to select only analytes of interest to enter the mass spectrometer instead of the entire combustion products. E. The instrument shall include all peripheral equipment as required in the minimum specifications. F. The instrument and peripheral equipment shall have warranties as required in the minimum specifications. G. The contractor shall perform installation, acceptance testing, and training as required in the minimum specifications. After the responses have been evaluated against the above factors, a Contract shall be awarded to the offeror that represents the Best Value to the government. Technical Capability, Price, and Delivery are most important. Price may not be the determining factor. All Items shall be delivered to the U.S. EPA, NHEERL Atlantic Ecology Division, 27 Tarzwell Dr., Narragansett, RI 02882 no later than 6 months after contract award. F.O.B. point shall be destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This clause may be found on the Internet at the following site: http://www.arnet.gov/far/. Clause 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Under 52.212-5 paragraph (b), the following additional clauses apply to this acquisition: 52.222-26 Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled Veterans; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.225-5 Trade Agreements; and 52.232-33 Payment by Electronic Funds Transfer- CCR . Additional requirements: Offers shall provide descriptive literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above.
