Description
Notice to Offerors: Funds are not presently available for this requirement. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 2. Solicitation number F1D1635229A100 is issued as a request for quotation (RFQ). All firms or individuals responding must be registered with the Central Contractor Registration (CCR), which can be found at http://www.ccr.gov/ . 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and DCN 20050726. 4. This is a 100% Small Business Set-Aside. If there are no offers received from a small business concern, this acquisition for small business set-aside may be dissolved and the acquisition open to all responsive bidders. NOTE: This acquisition will not be reposted to the Electronic Posting System if the acquisition is dissolved for 100% small business consideration. The NAIC code is 424920 and the size standard is 500 Employees. 5. This solicitation contains six line items as follows: (a) Receive the following magazines; Time, US News & Newsweek, at 16 each on a weekly basis, no later than the Friday prior to the current issues' release date for 52 weeks. (b) Receive the following magazines; People, Sports illustrated and Sporting News of 14 each on a weekly basis, no later than the Friday prior to the current issues' release date for 52 weeks. (c) Receive the following magazines; Golf World and Economist of 8 each on a weekly basis, no later than the Friday prior to the current issues' release date for 52 weeks. (d) Receive the following magazines on a monthly basis at 10 each: Good Housekeeping, Ladies Home Journal, Better Homes & Garden, Field & Stream, Runners World, Departures, Oprah, House Beautiful, Forbes, Vogue, Cosmopolitan and Living. Monthly magazines are to be received no later than the last workday of the previous month's edition for 12 months. (e) Requirement is to have a VIP Package of the following magazines on a weekly basis of one each: Sporting News, Sports Illustrated, Entertainment Weekly, People, Sports Weekly, ESPN, Runner's World, Golf World, Men's Journal and Field & Stream. (f) All magazines are to be bound with a cover, that has the "Air force One" logo in blue print on the front cover and the magazine name and publishing date on the spine in black print (Contact the POC listed below for a sample picture of the cover). 6. FOB Destination for delivery to PAS/DOI 5016 Menoher Drive Andrews AFB, MD 20762. Service to begin 01 October 2005, pending availability of funds. 7. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Multiple offerors and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single vendor. 8. The provision at FAR 52.212-2, Evaluation of Commercial Items applies. Quotes will be evaluated on price related factors only. 9. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. FAR 52.212-3 can be downloaded from the internet: http://farsite.hill.af.mil/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 10.
