Description
The US Air Force is issuing this sources sought synopsis for information and planning purposes to support a quality assurance/quality control effort for the Air Force. This synopsis is not to be construed as a commitment by the government nor will the government pay for information solicited. The Air Force is seeking a Quality Assurance/Quality Control Contractor to monitor a environmental chemical analysis laboratory system. The tasks involved are intended to assess, control, and report the quality of the program from a third party view. The quality evaluations will be used to facilitate correct interpretation of chemical analysis laboratory data, assess confidence in individual chemical analysis results, assess overall program performance, improve existing procedures, and guide development of new procedures. Tasks include laboratory and program assessments, statistical analysis of data, technical guidance, blind evaluations, and database design/upkeep. The contractor must have people and facilities to support work at the SECRET level. The applicable North American Industry Classification System (NAICS) code is 541511/$21M. It is anticipated the this will be a cost-plus-fixed-fee contract with a base period of one year and four one year options. All interested firms should submit a capabilities package (maximum length: 10 pages) that outlines the firm?s capabilities in providing the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Prospective firms should indicate whether they are a Small Business (SB), Small Disadvantaged Business (SDB), 8(a), Woman-owned (WOSB), Veteran-owned (VOSB), Service-disabled Veteran-owned (SDVOSB), HUBZone certified, Native American (NA), a Historically Black College or University or Minority Institution (HBCU/MI), or large business. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (See Internet site: http://ccr.dlsc.dla.mil). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet (1-800-333-0505).
