- Description
- The Drug Enforcement Administration (DEA) intends to negotaite on a Sole Source basis, with Riva Networks of East Brunswick, NJ for a covert smartphone design. On January 25, 2005 DEA placed DEA-05-ST-0063(SS), source sought in the FedBiz Opps for covert smartphone design, Riva Network was the only company that meet DEA's needs. The proposed purchase order is for the purchase of eighty (80) covert smartphones for which the Government intends to solicit and negotiate only with Riva Networks under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition. 52.212-1 (JAN 2005) Instruction to Offerors-Commercial Item, 52.212-3 (MAR 2005) Offeror Representations and Certifications-Commercial Item, 52.212-4 (OCT 2003) Contract Terms and Conditions-Commercial Items, 52.212-5 (JULY 2005) Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items. A justification for other than full and open competition is on file. The determination to open competition is solely within the discretion of the Government. No telephone inquires will be accepted.
