- The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NOAA intends to negotiate with Global Ocean Associates, Alexandria VA., on a sole source, basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ), only one source to provide user support operation and interaction regarding systems for near real-time Synthetic Aperture Radar (SAR) imagery and derived-product distribution and application; algorithm enhancement; software and product validation; operational implementation of SAR data display and product-production algorithms; support for computer and software systems used for near real-time retrospective applications demonstration; and documentation of scientific algorithms and applications and the software systems that run them. Global Ocean Associates has developed a Manual titled Synthetic Aperture Radar Marine User?s guide for NOAA. This Manual is unique in its scope and depth in relation to the state-of ?the-art marine applications of SAR data. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.Note 22 applies
