- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Physics Laboratory, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Advanced Measurements Technology, Inc. for replacement hardware and software for an ORTEC Alpha Spectrometry System for low level radioactivity measurements. Equipment required is as follows: Qty 1 each Model OCTPL-U0600 ultra-AS Detector; Qty 1 each Model ALPHA-PPS-115 portable pump station; and Quantity 1 each Model A36-B32 Alpha Vision-32 Alpha Analysis Software. Sole source determination is based on the following: The equipment and software required are exact replacements for existing equipment and software that have become contaminated. Equipment from Advanced Measurements Technology is the only equipment that can guarantee 100% compatibility with respect to system function, and data compatibility. In addition, a significant cost burden would be incurred rewriting protocols, procedures, and re-validating measurement accuracies. Finally, Advanced Measurements Technology is the sole manufacturer and distributor these items. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by September 15, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
