- Description
- The Defense Logistics Agency (DLA) Enteprise Support Office, DES-ACC, intends to issue a sole source purchase order to the Pennsylvania State University. This procurement will be a Firm Fixed Price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures for Pennsylvania State University, under the authority of (FAR) Part 6.302-1, for a three-day ?Logistics Transformation and Change Management? training program which includes faculty staffing and instruction, program instructional materials, plus faculty travel. The classroom facility and on-site administative support will be provided by DLA. The place of performance will be determined by DLA and will be within the military district of Washington, DC. The training will support the DLA Customer Support Office (CSO) Marine Corps Team (CSO-M) to obtain a certificate in Supply Chain Management through the Penn State University who has partnered with the United States Marine Corps to establish the Marine Corps Logistics Education Program (MCLEP). Although MCLEP is not a prerequisite to attending the Logistics Transformation and Change Management course, both courses are required to obtain a certificate in Supply Chain Management. The training offered by Penn State University Executive Programs has direct application to DLA?s Business Systems Modernization (BSM) efforts. Therefore, it has been determined that Pennsylvania State University, University Park, PA, is the only viable source to meet the Government?s requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) WILL BE AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting the requirement as stated herein may submit a response. Oral communications are not acceptable in response to this notice, only responses in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
