- The Social Security Administration (SSA) intends to negotiate solely with Performance Associates, Inc., Ojai, CA 93024, to acquire mainframe tools and services to meet the SSA?s IT Operational Assurance (ITOA) recovery testing needs in accordance with Federal Acquisition Regulation 13.106-1(b)(1) as the circumstances of the action deem only one source available. The PAI/O Driver for z/OS from Performance Associates is both a technology independent and vendor independent set of tools and services for evaluating the performance characteristics of storage subsystems. The PAI/O Driver is an extensive set of software tools, an acquisition methodology, subsystems profiles, profiling software, and a number other services used to evaluate storage subsystems. The product comprises four distinct parts (1) A DASD acquisition methodology; (2) A reporting service based on independent testing of DASD subsystems; (3) Profiling software to characterize your storage requirements; and (4) Software, which allows users to measure and verify DASD and tape backup subsystems performance. Rather than being a benchmark of a particular workload, PAI/O Driver for z/OS employs a specifically designed standard engineering test series to explore the performance characteristics of any DASD or tape subsystem over a wide variety of configuration alternatives and workload types. The software features a standard engineering test series and includes SAS? workload profiling software for the development of customer-specific performance verification tests. SSA will employ PAI/O Driver for z/OS to help determine DASD and tape backup requirements and configurations that the SSA may employ in ITOA operations. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source, under the authority cited above. This is not a request for quote; quotes submitted in response to this notice will not be considered. Interested parties that believe they can provide the required equipment must respond to this notice no later than 3:00 p.m. EST Thursday September 15, 2005. When responding to this announcement, respondents should refer to 3318-05-2245. Responses should be emailed to Kathleen.Cooney@ssa.gov. FAXED RESPONSES WILL NOT BE PERMITTED. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information submitted. Requests for copies of a solicitation in response hereto will not be honored or acknowledged.
