Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to TSI Incorporation , 500 Cardigan Road, Shoreview, MN 55126 for the acquisition of two Model 3022A-S Condensation Particle Counter with Fast -Scanning Eprom, includes Aerosol Instrument Manger CPC/EAD Software. The new 3022A-S instruments are replacement for aging 3022A-S instruments that are no longer repairable. The new instrument must be compatible with the current instruments. Specifications: (1) Particle size range, Minimum detectable particle: 50% of 7-nm particles; Maximum detectable particle: less then 3 um. (2) Particle concentration range: 0 to 9.99 x 106 particles/cc, counts single particles from 0 to 104 particles/cc, photometric calibration from 104 to 107 particles/cc. (3) Concentration accuracy: +/- 10% up to 5 x 105 particles/cc, +/- 20% for particle counts greater than that, automatic correction for coincidence.(4) False background counts: greater then 0.01 particles/cc. (5) Aerosol flow rate: 300 +/- 15cc/min, automatic volumetric flow control.(6) Communication: RS232 based on ASCII Characters. Instrument must be able to be used as a standalone to measure particle concentration and to be used with a TSI Model 3071 or 3081 as a scanning mobility particle sizer. Instruments must be interchangeable with existing TSI Model 3022A-S analyzers. In order to ensure data compatibility and accuracy the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
