Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Division intends to acquire low cost retractable needle and safety syringes in support of the congressionally mandated low-cost retractable needle and safety syringe program. This acquisition in support of the Navy Submarine Medical Research Laboratory (NSMRL) is for the initial manufacture and delivery of at least seven hundred fifty (750) and no more than one thousand (1,000) prototype 3cc safety syringes patented by Safety Medical International, Inc. The contractor will also be required to test and evaluate the syringes in a civilian clinical environment in accordance with the standard U.S. Food and Drug Administration (FDA) procedures for syringe development. Delivery of the prototype 3cc safety syringes is required on or before 30 September 2005. A Firm Fixed Priced contract will be awarded as a result of this quotation. This procurement is a sole source acquisition with Safety Medical International, Inc. (SMI), Apopka, FL, under the authority of FAR 6.302-1. SMI?s patented design is required to fulfill NSMRL requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and technical capability to respond to this requirement and may submit information, which shall be considered by FISC Norfolk Philadelphia Division. Any responses to this synopsis should be sent to the attention of Patricia Campbell (Code 280.2C) and reference this notice. The applicable NAICS and size standard are 399112 and 500 employees, respectively.
