- The Naval Surface Warfare Center, Panama City (NSWC PC) intends to award a sole source contract to Motion Control Systems, Inc. of New River, VA for fabrication and delivery of one (1) Swimmer Delivery Vehicle (SDV) control motor. This acquisition is unsuitable for full and open competition for the following reasons. All of the motor and controller assemblies used on the SDV Mk 8 Mod 1 program to date have been purchased from Motion Control Systems. These motors and controllers contain proprietary engineering technology that no other manufacturer could duplicate without extensive effort. Significant portions of the motor and controller assembly are identified by Source Control Drawings that identify Motion Control as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment manufacturer (OEM), Motion Control Systems, Inc. is the only source with sufficient in-depth knowledge of the control motor thatcould fabricate the control motors and deliver on schedule without substantial duplication of cost to the Government. Given these facts, Motion Control Systems, Inc. is uniquely qualified to build and deliver the required motors. NAICS 335312 applies. FSC 6105. Small Business Size Standard is 500. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City Beach, FL 32407-7018.
