- Note: This action was previously synopsized as N61331-05-R-0078 and N61331-05-T-0078. Both versions are hereby rescinded. The Naval Surface Warfare Center, Panama City, FL is seeking competitive proposals for a commercially available 60 Hz ? 400 Hz frequency converters. This action is a 100% Small Business set-aside. The resulting contract will have an option for an additional six (6) frequency converters. Minimum performance and physical characteristics include: Input Voltage: 115 V Input Phase: Three phase Input Frequency: 60 Hz (+/-0.5%) Output Voltage: 115/200 V Output Phase: Three phase Output Frequency: 400 Hz (+/-0.5%) Output KVA: 4.5 KVA Efficiency: Approximately 85-95% Total Harmonic Distortion: 3% Typical, 5% Max Overload: 120% Typical Power Factor: 0.7 lead to 0.7 lag Operating Temp: -20?C to 50?C Cooling: forced air by internal fan Audible Noise: 65 dBA at 5ft. Max Weight: 115 lbs Ruggedization: Meets MIL-STD-810 shock, vibration and humidity Connectors: MS Connectors mates that connect to standard MIL-C-5015 MS connectors Size: Maximum of 8.75? high x 19? wide x 24? deep Technology preferences for the converter include: Solid-State Design, Advanced Modular Capabilities, Pure Sinewave Output, Withstands high reactive load, Tight voltage and frequency regulation, Boards are conformal coated, Chassis slides for easy removal and installation of the rack-mount drawers. Delivery of the first converter will be required two (2) weeks after contract award. Award will be made on a technically acceptable low price basis. NAICS 334515 applies. FSC 6130.
