Description

Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Project involves design and construction of a barracks complex. Major work includes five barracks buildings (approx. 87,840 SF total), double battalion headquarters building (approx. 33,196 SF), three unit company operations facility (approx. 35,264 SF) and covered equipment layout areas (approx. 6,473 SF). Supporting facilities include widening of 6 th Street (approx. 56,000 square yards); utilities; electric service; security lighting; sewer and storm drainage; paving, walks, curbs and gutters; parking; information systems; a two mile running truck; a pedestrian bridge; a parade field; PT areas; bask etball and volleyball courts; and site improvements. During Phase One the technical proposal will be evaluated using the following factors: Factor 1-1: Past Performance, Factor 1-2: Corporate Relevant Specialized Experience, and Factor 1-3: Technical Appr oach Narrative. During Phase Two a price proposal is required and the technical proposal will be evaluated using the following factors: Factor 2-1: Building Function and Aesthetics, Factor 2-2: Building Systems, Factor 2-3: Site Design, Factor 2-4: Schedul e, and Factor 2-5: Sustainable Design Submittal Requirements. Examples of Corporate Relevant Specialized Experience are Company operations facilities, battalion headquarters, and barracks buildings. Warehouses with administration areas may be substituted for company operation facilities. Office buildings may be substituted for battalion headquarters buildings. Motels, condominiums, or apartments may be substituted for barracks buildings. All work must be new construction with a construction value at least $25M. The project will be solicited and procured using a Two-Phase Design Build Request for Proposal (RFP) in accordance with FAR 36.32. Up to five Offerors will be invited to participate in Phase Two. The Government anticipates Phase One documents will be issued on or about 26 September 2005. Options may be included. TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet All bid inquiry items will be submitted and answered by using this system. Bidders will receive an acknowledgement of their question via email, followed by an answer to their question after it has been processed by our technical team. The contract issued will be Firm Fixed Price. The magnitude of construction is between $25,000,000 and $50,000,000. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in el ectronic format only and will be available on the Internet at http://ebs.sas.usace.army.mil. Proposals for Phase One will be due on or about 26 October 2005. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, flopp y disks, faxes, etc.) will be provided.
