Description
This announcement is for the release of a second Amendment to the Second Draft IMOD RFP for the purposes of adding additional files pertaining to the Task 3 Germany EDP and to add Draft Sections L and M. The Price portion of both L and M is currentl y undergoing internal review and will be posted at a later date. The PM Defense Communications and Army Switched Systems (PM DCASS) intends to begin the acquisition process supporting the competition and award of multiple replacement contracts to the Digital Switched Systems Modernization Program (DSSMP) contracts. The replacement to the DSSMP acquisition will be entitled the Infrastructure Modernization (IMOD) acquisition and shall include a scope that is capable of seamlessly integrating voice, data, inside/outside cable plant and/or transmission products and services into a single integrated communications system. Site preparation, modifications and upgrades as well as initial logistics support, to include training, spares and v various warranties will also be included in the scope. On 21 March 2005, the Government released the Infrastructure Modernization (IMOD) Advisory Multi-Step Request for Qualification Package along with a Draft IMOD Statement of Work (SOW) inclusive of Attachments A and B on the Army Single Face to Industry (AS FI) Acquisition Business Web Site - https://acquisition.army.mil/asfi. On 4 April 2005, the Government received qualification packages from interested Contractors. On 25 April 2005, the Government completed the evaluation of the qualification packages a nd issued written letters informing the participating contractors as to whether or not they were determined to be viable/non-viable as potential prime contractors under the IMOD acquisition. At this particular point in time, the Government has not publish ed and doesn't intend to publish a list of those offerors who are viable/ non-viable. On 24 June 2005, the Government released the First Draft IMOD RFP inclusive of Section L Instructions, Conditions and Notices to Offerors, Section M Evaluation Factors, the IMOD SOW with Attachments A and B and a Statement of Requirements (SOR) for Sagami, Japan with Attachments A through G, Appendixes 1 and 2, Depot Files, Housing Files, the MER TIER List and Section H Requirements on the Army Single Face to Industry (AS FI) Acquisition Business Web Site - https://acquisition.army.mil/asfi. On 6 July 2005, the Government received comments on this draft from Industry. The Government is still in the process of reviewing these comments. On 26 August 2005, the Government po sted a Second Draft IMOD RFP inclusive of Sections A, B, C, D, E, F, G, H, I, J and K and a revised IMOD SOW with Attachments A and B. Not posted were Sections L and M and all Sagami documents from the First Draft IMOD RFP as well as Fort Riley documen ts. On 1 September 2005, the Government posted an Amendment to this Second Draft IMOD RFP to include revised Sagami documents from the First Draft IMOD RFP, additional Sagami documents, Fort Riley documents and documents for a third task to be included in the IMOD RFP for Germany. The Government has now posted a second amendment to the Second Draft IMOD RFP to include Sections L and M without Price. Price is currently undergoing review and will be released at a later date. In addition, the Government has posted additional files pe rtaining to Task 3 for Germany. The Government will soon be posting several Questions and Answers from the First Draft IMOD RFP on a non-attribution basis. All other Questions and Comments that were submitted regarding the First Draft IMOD RFP will be ad dressed through IMOD RFP revisions in the Second Draft and/or Final IMOD RFP. It is now requested that Industry review the Second Draft IMOD RFP as amended and submit comments by no later than 13 September 2005 via e-mail to Mr. Ethan Mueller, ITEC4 v ia e-mail at ethan.mueller@itec4.army.mil. Interested Contractors can access these doc uments by going to https://acquisition.army.mil/asfi, then under ASFI Business Opportunities clicking on Contracting Opportunities Search, then typing in USASNOTE04095 under the Solicitation Number block and then scrolling down and clicking on continue. O nce the screen entitled Solicitation View for USASNOTE04095-0002 pops up, scroll down and click on Attachments and the posted documents will appear. They can be opened by double clicking on them. The Government intends to award up to eight (8) Indefinite Delivery/Indefinite Quantity contracts under the IMOD acquisition. The current tentative schedule for the IMOD acquisition has been is as follows: Release of First Draft RFP 24 June 2005, Draft RFP Industry Comments Received 6 July 2005, Release of Seco nd Draft RFP 25 August 2005, Draft RFP Industry Comments Received 13 September 2005, Formal RFP Issued 19 October 2005, Receipt of Proposals 30 November 2005, Contract Award 27 April 2006. Note that this schedule may be subject to change.
