Description
Washington Closure Hanford (WCH) is planning to issue a Request for Proposal for Operating the Environmental Remediation Disposal Facility (ERDF) and ancillary disposal support required to accomplish the River Corridor Closure Contract. Projects being supported may include but not limited to Field Remediation Closure (FRC) Hanford Soil Remediation Sites Projects, and Decommission, Deactivate, Decontaminate & Demolish (D4) Hanford Projects including Reactor sites. It is possible that this work scope will be awarded to a single subcontractor but WCH reserves the right to award the scope to more than one subcontractor. Much of this decision is dependant upon the responses to this questionnaire to determine if a full service subcontractor is available or if the work activity must be broken up to obtain quality services in several areas. WCH?s intention is that this procurement will be small business set aside, under NAICS 562910. It is encouraged that Large businesses team or subcontract with Small businesses. This questionnaire will focus on seven areas: A. Scope Definition B. Small Business Qualification C. Full Service Qualifications D. Staff Qualifications (people) E. Past Plant Operations Qualifying Experience (plant) F. Past Corporate Qualification Experience (procedures) G. Labor Agreements Scope ERDF has been operational since 1996 and has to date accepted approximately 6,000,000 tons of CERCLA Waste which include low level radiological solids and debris and non-radiological, hazardous solids and debris. It is located on the Hanford Reservation immediately east of the 200 West Area, off of Belolt Avenue, near the intersection of Route 3 and Route 3 North. The new subcontract period of performance is estimated for 5 years with a WHC option for, 3 one year priced extensions. The Subcontractor will be responsible for annual estimated bonding between 10 to 20 million dollars. The Operations is accomplished in basically 5 areas of activity: 1) Operational Support 2) Disposal Support 3) Landfill Management and Operations 4) Special Handling and Analysis 5) Maintenance 1) Operational Support ? Work activities include but not limited to: Coordination with waste generators (FRC, D4 and other site contractors) CERCLA Waste handling/disposal/treatment Safety and Health Program (industrial hygiene monitoring, Integrated Safety Management System) Quality Assurance/Control Craft oversight and management Coordinate Radiological Control Technician activities Waste Management Information System (data base tracking, inventory, control, entry, maintenance, etc.) Screening/Acceptance in accordance with the ERDF Waste Acceptance Criteria Occurrence Reporting Procedure/work documentation generation, maintenance, and control Disposal Facility operational activities (monthly inspections, maintenance/dust control, leachate collections system, sampling, etc.) Provide and maintain facilities ? office trailers, craft change rooms, etc. Interface/coordinate with: o Other subcontractors (i.e. expansion of ERDF, FRC, D4, transporters (over the road, off road, rail), etc.) o Haul route layout/use o Road restrictions o Weight verification o Overweight notifications o WCH schedules o Others performing disposal within ERDF Container Management o Management of shipping container/flat inventory at the ERDF queue o Container integrity monitoring Equipment/Facility Management o Provide and maintain equipment (dozers, loaders, pay haulers, graders, tractors, trailers, pups, dump trucks, forklifts, container handlers, consumables, etc.) o Provide and maintain facilities ? office trailers, craft change room, monthly inspections o ERDF dump ramps/haul route(s) planning, control, improvements, maintenance, construction, etc. 2) Disposal Support ? Work activities include but not limited to: Transportation operations from disposal sites (FRC and D4) staging areas (deliver waste from disposal site queues to ERDF) Craft oversight and management (to include Union Labor) Interface/coordinate with: o WCH and other Hanford site contractors o Waste transported by others o Dedicated Haul Transportation System from 300 Waste Area o Railroad transportation system Provide equipment and maintenance: o Semi-tractor o Roll off trailers o Straight trucks o Dump trucks o Trucks and pups (Dump trucks and Dump trailers) o Container cans (roll on/off style) o Container flats (roll on/off style) o Container handling equipment (20 + ton capacity forklift type) 3) Landfill Management and Operations ? Work activities include but not limited to: Disposal ? ERDF Queue to dump station, direct, other Shipping container integrity verification Develop plans for disposal of routine and specially handled waste Provide and maintain all PPE necessary for SUBCONTRACTOR and CONTRACTOR to support all disposal activities and facility/infrastructure maintenance Bulk waste placement o Multi-shifts as required to meet RCC schedules o Subsidence stabilization ? void fill grouting, pre and post waste placement compaction o Develop/implement techniques, facilities, features to accommodate weather issues o Blending of soft wastes and debris with soils Treatment o Physical stabilization o Macro encapsulation o Micro encapsulation o Special waste forms o Sampling and analysis Special Handling o Void fill via use of grout sand, or other approved materials o Drum crushing o Monolith placement o Mix box setup and operation o Transformers o Concrete slab handling/placement o Pipe, equipment, building debris o Void reduction technologies o Connex boxes o Crane Work including Light, medium, and heavy lifts o Hand Placement  Asbestos  Beryllium  Special wastes Material and Contamination Control o daily operational cover o dust/debris/litter control o fixatives o asbestos, beryllium o special controls 4) Specialty Handling and Analysis ? Work activities include but not limited to: Facility/technology enhancements (GPS system, haul route enhancements, weather station installation and maintenance, engineered solutions, etc.) Planning and analysis for special waste (bench scale testing, treatment plans, stabilization, etc.) Loading and hauling of backfill material (ERDF clean construction soils) ERDF Air Monitoring Field testing (waste placement, waste compaction density verification, handling, etc.) 5) Maintenance ? Work activities involve but not limited to: Containers and flat maintenance o Install/maintain/replace seals o Install/maintain/replace sidewinders o Install/maintain /replace covers o Repair/maintain/replace containers o Modify/improve/enhance containers and equipment Equipment maintenance o Onsite minor repairs (oil change, light replacement, tire repair, etc.) o Off site major repair (engine, transmission, differentials, etc.) Disposal facility maintenance o Implementation of the ERDF Mitigation Action Plan o Fence maintenance o Fire break maintenance including removal of tumbleweeds from fence line o Weed control o Dust/debris control of clean and contaminated areas (disposal cell, site boundaries, interim cover, stockpiles, etc) o Paving parking areas, pavement marking/signage, queue expansion, staging/treatment areas o Other activities such as leachate tank cover replacement, flow meter repair/replacement, and fire hydrant removal/replacement, electrical upgrades, etc. o Interface with others such as temporary cell cover placement, ERDF construction stockpiles.
