- This firm-fixed-price project involves the reconstruction of 1.93 miles and the new construction of 4.82 miles of forest road as the base requirement, with an option for an additional 1.88 miles of reconstruction and 5.24 miles of new forest road construction. Some of the major work items for the road reconstruction are road reconditioning, roadway excavation, placing riprap, and placing borrow excavation. Some of the major work items for the road construction are clearing and grubbing, excavation and embankment, haul, pit development, erosion control, using the payment method of linear grading. Other work includes installation of culverts, installation of log stringer bridges, seeding, mobilization, and quality control. The project area is located in the Ketchikan-Misty Fiords Ranger District of the Tongass National Forest (on Revillagigedo Island in Southeast Alaska), and can be reached only by sea plane or boat. The road systems can be accessed by the Forest Service Shoal Cove Marine Access Facility and the Forest Service Shelter Bay Marine Access Facility. The estimated price range for this acquisition is between $1,000,000 and $5,000,000 for the base requirement and between $500,000 and $1,000,000 for the option requirement. The period of performance is anticipated to be 365 days after issuance of notice to proceed for the base requirement, and up to 180 days additional for the option requirement (depending on when the option is exercised). A written solicitation numbered will be issued. The solicitation (Invitation for Bids is anticipated) will be posted on FedBizOpps website for viewing and printing on or after September 26, 2005. Potential offerors must obtain the solicitation from the Internet. Offers will be due approximately 30 calendar days after the solicitation issue date, and award may occur approximately 30 days thereafter. All responsible sources may submit an offer which shall be considered. The Small Business Competitiveness Demonstration Program (FAR Subpart 19.10) applies.
