Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offer(s) is being requested and a written solicitation will NOT be issued. The solicitation number is 21-05-465MMZA44. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-26. This requirement is being solicited with the intent of issuing/negotiating a contract with NAPA OY the Original software Manufacturer. The contract will be awarded using simplified acquisition procedures in accordance with FAR 13.5. Pursuant to FAR 11.105, a determination has been made that NAPA SHIP STABILITY SOFTWARE is the only product that meets the Governments needs. The Marine Safety Center requires exact match only for the following items: 1. NAPA SHIP STABILITY SOFTWARE TO ACCESS VESSEL DRAWING FILES FOR DAMAGE CONDITION ANALYSIS. SOFTWARE TO INCLUDE THE FOLLOWING: SYSTEM ENVIROMENT AND COMMON SYSTEM FEATURE HULL FORM GEOMETRY FEATURE SHIP MODEL FEATURE HYDROSTATICS CAPACITIES LOADING CONDITIONS STABILITY CRITERIA DAMAGE STABILITY 2. INSTALLATION 3. USER TRAINING for 6-12 Coast Guard employees to be conducted in Washington, DC 4. MAINTENANCE FOR 1 YEAR The Coast Guard will provide a suitable classroom facility. The Vendor is required to submit a list of any Government furnished items needed one week prior to work commencing. Dates of training will be agreed upon by the Contracting Officer and awarded company. FAR 11.105 Items peculiar to one manufacturer is included in full text. FOB Destination: Coast Guard Marine Safety Center, 400 7th Street SW, Washington, DC. 20590. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.203-6 Restriction on Subcontractor Sales to the Government (JUL 1995) with Alternate 1 (OCT 1995) (41 U.S.C.253g and 10 U.S.C.2402). FAR 52.225-13 Restrictions on certain Foreign Purchases (DEC 2003)(E.o.s., proclamations, and statutes administered by the Office of Foreign Assets Control of the Department of the Treasury, FAR 52.241-10 Termination Liability, FAR 52.243-1 Changes Fixed Price. FAR Clauses may be accessed via the Internet www.arnet.gov Offers may be submitted on company letterhead stationary and must include the following information: Unit Price, Payment Terms and discount offered for prompt payment. Closing date and time for receipt of quote is SEPT 22th 2005 at 2:00 p.m. Eastern Standard Time. A formal notice of changes, if applicable will be issued in the FedBizzOpps (www.eps.gov) via an amendment(s). Responses to this RFQ must be received via e-mail to ASAWYER@BALLSTON.USCG.MIL by 2:00 PM Eastern standard time on SEPT 22, 2005 at the Contracting Office National Pollution Funds Center, 4200 Wilson Blvd, Suite 707 Arlington, VA 22203. Upon receipt of quote the Contracting Office will verify receipt by e-mail. If you do not receive a confirmation within 24 hours you should call 202-493-6822. The Government is not responsible for non-receipt of quotes. Please email all technical questions to ASAWYER@BALLSTON.USCG.MIL Quotes should be marked with the reference number 21-05-465MMZA44. It is recommended that all interested vendors register to receive notification of all updates and amendments to this solicitation on the Federal Business Opportunity website. No written bid package for solicitation is available. 11.105 Items peculiar to one manufacturer. Agency requirements shall not be written so as to require a particular brand name, product, or a feature of a product, peculiar to one manufacturer, thereby precluding consideration of a product manufactured by another company, unless- (a) The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs; (b) The authority to contract without providing for full and open competition is supported by the required justifications and approvals (see 6.302-1); and (c) The basis for not providing for maximum practicable competition is documented in the file when the acquisition is awarded using simplified acquisition procedures.
