Description
The purpose of this contract is to acquire five (5) rugged inflatable/collapsible boats intended for law enforcement/special operations type missions, 19-20 foot length overall, with outboard motors, fully rigged, including spare parts and other items, for delivery to a Virginia location. The boats are to be donated to the Government of Tajikistan and are to be packaged ready for international shipment. The Contractor shall also provide training for boat operators in Tajikistan once the boats are delivered there by US Customs and Border Protection. The boats shall be acquired on a Brand Name or Equal basis, in accordance with FAR 11.104/52.211-6. The Zodiac F580 from Zodiac of North America, has been identified as a suitable item, but other products meeting or exceeding the specifications/requirements in the solicitation shall be considered. The Contractor shall rig each boat complete with console, seating, and 115hp outboard engine, all fitted with quick release fittings, facilitating quick knockdown and setup, along with compact volume requirements for shipping/transportation in a collapsed form. A spare engine is to be provided. Interested firms should download the relating solicitation, HSBP1005Q0569 from the FedBizOpps site for additional information, specifications, requirements, and instructions. Those offerors proposing to supply a boat other than the specified Zodiac model must submit descriptive literature providing technical descriptions and other information in conjunction with offers/quotations. See the solicitation for details. Quotations received will first be evaluated to determine if they meet the evaluation factors and subfactors that establish the requirements of technical acceptability. These factors are satisfaction of/compliance with the technical specifications/requirements of the solicitation and past performance. Of those quotations determined to be technically acceptable, the proposed price will be the determining factor in the selection of a quotation for award. Award will be made to the lowest priced, technically acceptable, responsible offeror, whose quotation, conforming to the solicitation, will meet the Government's requirements.
