Description
NASA/MSFC has a requirement for a Digital Video System. This system consists of a digital video compressor and recorder system capable of simultaneously recording 2 or more NTSC standard color video signals, a Digital I/O board used to configure the system, and a video compression/signal transmission board which is compatible with the current External Tank (ET) camera system. A power Module and enclosure Software and a demodulator are to be provided to view the analog NTSC and allow control of video compression and transmission chracteristics. NASA/MSFC intends to purchase the items from Ecliptic Enterprises Corporation pursuant to FAR 6.302-1. Because of the software interfaces, the digital video system must be compatible with the current ET camera system. Ecliptic is the current provider for the ET camera system and knows the requirements and capabilities of the current system. Also, Ecliptic is the only known vendor providing an intergrated system with the capabilities and known compatibility with current ET camera system. While individual components of the system could be acquired from other sources, it would not be cost effective to do so because of the resources that would be needed to write a software code to intergrate the video system to the camera system. In addition, the ability to write the code would be severly limited due to the proprietary nature of the detailed specifications for the current shuttle imaging system and interfaces, which were developed by Ecliptic. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Septenber 19, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
