Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to World Resources Institute (WRI) of Washington, DC under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to develop an estimate of baseline fuel consumption, conventional emissions, and GHG emissions from the transit vehicles currently plying the Bus Rapid Transit (BRT) corridor in the Mexican State of Queretaro, and a first order estimate of the changes in emissions to be expected under the new BRT system, under alternative drive train/fuel options. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that WRI is uniquely qualified to satisfy the Government's requirement as WRI has both the experience on the intersection of transport and environmental issues in Mexico and the professional relationships it currently has with governmental and other organizations critical to the project. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Denise Roberson, Contracting Officer at roberson.denise@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
