- DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO HARRIS COPORATION TO PROVIDE WIRELESS MESSAGING TERMINAL?S AND WIRELESS GATEWAY UNDER AUTHOIRTY OF FAR 6.302 Harris Corporation, 1680 University Drive, Rochester, NY 14610 Estimated award $138,360 This is a Firm-Fixed-Price, type contract for the supply acquisition of data communications software to work with Harris radio systems PRC-117 and PRC-150. First Force Reconnaissance Company?s primary means for communications in support of R&S is data. The software is required to provide a wireless messaging terminal and wireless gateway for the existing radio systems. Specifications: (1) Harris RF-3710, WMT & (2) Harris RF-6750W, WG 1. The transparent transfer of electronic mail and files in a secure environment over HF, VHF, and UHF radios, landlines, FAX or satellites. 2. Complement the existing communications infrastructure and adhere to federal and military standard HF protocols. To include; STANAG 5066, STANAG 4538, FED-STD-1052. 3. Capable of Internet Protocol (IP) networking 4. Integrate into existing wired networks, Local Area Networks (LAN) 5. Merge wired and wireless networks 7. Run on standard PC platforms and send and receive email messages and files over wireless and wired networks. 7. Fully integrate with client email applications to include MS Outlook and Outlook Express. 8. Connect directly to Ethernet-TCP/IP LANs and operate as an HF/VHF/UHF/TacSat mail server. 9. Function using HF 3G mode and ALE mode and over TacSat. 10. Take full advantage of the High Performance Waveform (HPW) resident in PRC-117s 11. Multiple-path-routing 12. Reliable and flexible. 13. Quick transfer of data. 14. Integrate telephone systems/switches in the network 15. Ease of importing for communication plan and automatic setup of network. 16. Use of serial port. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This purchase will be under Simplified Acquisition Procedures and Other Than Full And Open Competition as authorized under FAR 6.302-1. The anticipated award date is 12 September 2005. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received within five (5) days of the date of publication of this notice, as long as such EOIs are received prior to 1600PST on the fifth day after publication. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to Regional Contracting Office-SW, PO Box 1609, Oceanside CA 92054-1609 EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office-SW, Building 22180 MCB Camp Pendleton, Oceanside, CA 92055 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:00 p.m.
