Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-1027. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-03 and DFARS Change Notice 20050323. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is611710 and the Small Business Standard is 6.0M. This is a sole source action with CENIC, Cypress, CA 90630. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing: CLIN 0001. Annual CENIC (Corporation for Education Network Initatives In California) Membership to provide connection to the CALREN, Internet2, National Lambda Rail and other high performance research and educational networks with backbone data rates of 10 gigabits per second and higher other than the Defense Research and Engineering Network (DREN) operated by the Defense Information Systems Agency (DISA) for the performance of research projects best conducted outside the dot mil domain. The initial data rate for this access must be no less than 1 gigabit per second. IAW the Statement of Work: STATEMENT OF WORK Background: The Corporation for Education Network Initiatives in California (CENIC) is charged with designing, provisioning and operating robust, high capacity, next generation Internet communications services through a cohesive infrastructure for its associates and affiliates. CENIC represents the common interests of its associates, who are drawn from California's higher education academic and research communities, and is highly accountable to the institutions it serves in order to fulfill the trust that has been placed with it. CENIC also provides services to California K-12 schools and, in order to facilitate the education and research mission of its associates, to non-California higher education institutions and to industry research organizations with which CENIC Associate researchers and educators are engaged. CENIC?s Charter Associates, Stanford University, the University of California, the California State University, the California Institute of Technology, the California Community Colleges and the University of Southern California, articulated a common vision for the innovative use of communications technology to deliver the next generation of data communications services. Fundamental to this vision is the existence of an integrated, advanced wide area communications infrastructure serving all institutions of higher education in California and linked seamlessly with the new advanced national network infrastructure. MISSION To facilitate and coordinate the development, deployment and operation of a set of seamless and robust intercampus communications services capable of supporting advanced research and education applications in order to further California's leadership in higher education and research. CENIC is committed to the following goals: Overseeing the deployment of a robust, cost effective, state-of-the-art intercampus communications infrastructure and supporting resources accessible to all institutions of higher education in California; Facilitating high quality operational support for the new infrastructure; Coordinating the development and promulgation of common protocol standards and practices among participating institutions to ensure end-to-end quality of service and interoperability; Ensuring that the advanced communications infrastructure can be utilized fully and effectively by the institutions it serves; Catalyzing partnerships with governmental agencies and the private sector to facilitate availability of pre-competitive communications services and equipment in support of advanced information technology applications; Representing the common interests of the institutions it serves in leveraging relationships with vendors and in working with statewide and national governmental bodies; Advancing the national network communications infrastructure through active participation in Internet2, National LambdaRail and other initiatives. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501 (a) (1) (ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Quoters must be registered in the CCR database to be considered for award.
