- The original announcement is amended to further clarify the Government's requirement for written confirmation of various facts. As specified in the original announcement (NAICS code 334513), the Bureau of Reclamation intends to issue a Draft Request for Proposal (DRFP) 06SP101595 for the purpose of obtaining industry review and comment on the solicitation and requirement documents. As specified in the announcement each offeror requesting the DRFP must submit in writing: 1) the list of individuals that will have access to the Government's DRFP, 2) confirmation that the listed individuals have passed a background investigation, and that no disqualifying factor(s) has been documented for that individual, 3) acknowledgement that only those named individuals submitted to the Government shall have access to the Government's DRFP, 4) affirmation that no copies will be made of the DRFP except those approved by the Contracting Officer, and 5) affirmation that the document will be secured and no unauthorized access will occur. The standards for background investigations are located on our website, www.usbr.gov/pn/contracts, at the page for this draft solicitation. The requestor's written document must be reviewed and accepted before the Government will send out the DRFP to the requesting party (as well as other requirements specified in the original notice). The Government reserves the right to request documentation supporting the statements made in their written document. Submit the written document to the Contracting Officer at US Bureau of Reclamation, Attention: Becky Bailey, 1150 N. Curtis Rd., Suite 100, Boise ID 83706-1234.
