Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. 2. Solicitation DACW85-05-T-0085 is issued as a Request for Quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05, Effective 26 Aug 2005 and Class Deviation 2005-o0001 4. In accordance with FAR 19.502, this acquisition is set aside for small business. North American Industrial Classification System code is 541330, which has a size standard of $4,000,000 in average annual receipts. 5. Item Description: Scope of Work for Instrumentation Sitka, AK CEPOA requests a price quote for obtaining current, wave, and dock displacement measurements in, and just outside of, New Thompson Harbor at Sitka, AK. Wave measurements are required to answer questions regarding wave energy entering the area and causing motion to the harbor structures in New Thomsen Harbor. The Contractor shall supply, deploy, and retrieve instruments as follows: Two bottom-mounted, pressure-sensor-based water level/wave gauges with (1) internal recording current meter deployed with one of the wave gauges. The gages should be capable of measuring wave periods between 4 and 24 seconds. An accelerometer or other instrument to measure the displacement of the dock during the extreme dock movement events. The gauges will be set-up to operate in an internal recording mode for a minimum of 6 months, otherwise the proposal shall include a provision for a service trip to transfer the data and change the batteries so that there will be continuous data collection . The following is a list of the tasks required: Contractor will prepare instrumentation and mounting equipment for deployment. Contractor will travel to Sitka and install instrumentation with the assistance of CEPOA personnel. CEPOA will provide a local contact for a boat to deploy the instruments. Data files will be processed by the Contractor to provide time series plots of wave height, wave period, current speed and direction, and dock displacement. Processed data will be sent to the Alaska District at: U.S. Army Engineer District, Alaska CEPOA-EN-CW-HH (Ginter) P.O. Box 6898 Anchorage, AK 99506-0898 CEPOA will arrange for any permission from local, state, and/or other authorities to perform the planned work and to mount the gauges to the berthing structures. Gauges need to be deployed in September 2005, serviced as necessary to provide continuous data, and removed in March 2006. 7. Federal Acquisition Regulation (FAR) Clause 52.212-1 -- Instructions to Offerors -- Commercial Items (JAN 2005), applies to this acquisition. FAR 52.212-2 -- Evaluation -- Commercial Items (JAN 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement. The government reserves the right to make award on the initial quote received without discussions. 9. Each offeror shall include a completed copy of the provision; 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (MAR 2005), Alternate I (APR 2002).with the offer. An offeror shall complete only paragraph (j) of this provision if the offeror has co mpleted the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) thr ough (i) of this provision. 10.
