Description

Vicksburg Consolidated Contracts Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to i2 Inc., 6551 Loisdale Court, Suite 600, Springfield, VA 22150. This procurement is being conducted under Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. i2 Inc is the only known source capable of meeting the Governments requirements due to the proprietary nature of the product. There are thre e separate requirements for this product, all of which will be procured as a sole source to i2 Inc. (W912HZ-05-F-0117, 0118 and 0119). The purchase of other software would adversely impact the Governments missions requirements and be cost prohibitive due to compatibility of the over 500 fielded copies currently in use. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the iden tified point of contact not later that 12:00noon CST on 12 September 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Elizabeth.j.Kelley@mvk02.usace.army.mil with solicitation number referenced in the subject line.
