- THIS IS A NOTICE OF CONTRACT ACTION (NOCA): The 412th Test Wing, Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, to Northrop Grumman Corporation-Defense Mission Systems Division, 4010 Sorrento Valley Blvd., San Diego, CA 92121-1498. The contract is for the purchase of Gateway Managers, MLST3 with Link 11 & 16, MLST3 Link 11B Interface Kit, MLST3 Time Reference Card Kit, MLST3 PCI JREAP-C Legacy Interface Kit, LMS-16, JTIDS Antenna Group, LMS remote reset interface kit, On-site installation, On-site operator training, On-site installation and checkout for MLST3, and On-site installation for LMS-16?s plus On-site operator training. The acquisition is expected to be a firm fixed price purchase order. This acquisition shall acquire materials to enhance the Air Force Flight Test Center?s capability to test and evaluate aircraft equipped with tactical data link systems. Under this project the existing ground systems used to interact with aircraft under test will be enhanced. The Contractor will be providing the supplies and technical expertise to complete the task listed above. Potential respondents must show that they have complete access, control, and usage rights of proprietary information, which can be applied to this contract. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; (2) related projects and/or existing systems, etc; and (3) business size as described above. Anticipated Award date is 23 Sep 05. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time on the posted close date. Responses should be submitted to: Directorate of Contracting, 412 TW/PKDB (Steven Barry), 5 South Wolfe Avenue, Bldg. 2800, Edwards AFB, CA 93524-1185. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the due date published in this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. All respondents are reminded of the required Central Contractor Registration (CCR) requirement to be considered eligible for any potential Department of Defense contracts.
