- This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued under Request for Quotation (RFQ) 0191927. This is a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The North American Industry Classification System (NAICS) code is 611430 and the Business size Standard is 6.0 million. This will be a Firm-Fixed Price Indefinite-Quantity contract with a base year plus four option years. The Federal Bureau of Investigation has a requirement for Computer Intrusion Technology Training courses. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors ? Commercial Items (Jan 2005); FAR 52.212-2 Evaluation ? Commercial Items (Jan 1999); FAR 52.212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jul 2005). Each quoter shall include a completed copy of the FAR 52.212-3 Offeror Representations and Certifications ? Commercial Item (Jan 2005). All quotes shall be clearly marked with RFQ 0191927 and shall be submitted to Andrea K. Pearson, Contract Specialist, at the address and telephone number listed above not later than September 20, 2005 3:00pm. Quoters are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late. Any questions or clarifications to this RFQ, must be submitted in writing by fax (202) 324-8031 or e-mail( apearso1@leo.gov), by September 12, 2005 3:00pm EST, and any questions or clarifications received after this date and time may not be considered. Award will be made to that offeror whose proposal/resume conforming to this solicitation, is determined to be the best value to the Government. No telephone inquires will be accepted.
