Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Neuro Oncology Branch (NOB), plans to procure on a sole source basis with Beckman Coulter, Inc., 11800 SW 147th Avenue, Miami, FL 33196 for a Vi-CELL Cell Viability Analyzer. The Neuro Oncology Branch is conducting high profile research in the cellular and molecular biology of brain tumor cells, such as gene expression and regulation, mechanism of induction or loss of apoptosis in the tumor cells, the differentiation, and proliferation. Analysis of cell viability is one of the crucial methods used. Cell counts and cell viabilities must be determined with accuracy and reproducibility. The most reliable and widely accepted way to evaluate cell viability is trypan blue dye exclusion method. The contractor?s Cell Viability Analyzer shall have an automated means to perform the trusted trypan blue method with state-of-the-art video image analysis of many more cells as they pass through a flow chamber. The cell viability analyzer shall also have the ability to accurately reproduce results in minutes. There is no other source known to the NCI researcher that has the ability to count cells and analyze their viability more accurately. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can fully meet the requirements herein. Faxed and emailed capability statements are not authorized. Capability statements must be received in the contracting office by 1:00 PM EDT on September 16, 2005. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
