- Western Area Power Administration (WAPA) Desert Southwest Customer Region (DSW) intends to issue a contract on a sole-source basis to Itron, Inc., under the authority of 41 USC253(c)(1) - "only one available responsible source" to provide a MV-90 software upgrade and maintenance support. The basis for sole source award to Itron is as follows: Itron is uniquely qualified to perform the tasks due to their proprietary rights that no other vendor has access. The Government intends to award a firm-fixed priced contract. All responsible sources may provide a proposal.
