- The U.S. Department of Energy, Idaho Operations Office (DOE-ID), announces its intent to solicit and negotiate with only one source, Accent Technologies, Inc., a small women-owned business, for the purchase of a 25-user license for Accent Librarian software including on-site installation and support, including travel expenses, and annual technical support and maintenance. The procurement will be conducted on a sole source basis in accordance with FAR 13.106-1(b)(2) and under the authority of FAR 6.302-1. Background: DOE-ID had established a common area to store PowerPoint presentations to facilitate the reuse of content, photos, graphics, flow charts, hyperlinks, documents, etc. However, the manual approach currently used provides limited search capabilities and content management. This hampers the reuse of presentation material. Advanced electronic features were sought that would allow users to locate and easily reuse information from various presentations to prepare future high quality presentations. DOE-ID conducted market research and found three companies that provided the type of software that could potentially meet the Government's requirements. A request for software samples was extended and a review against the requirements below was conducted for SlideManager, Presentation Builder, and Accent Librarian. Accent Librarian was the only software that fully met DOE-ID requirements. Therefore, as required by FAR Part 13.106(b)(2), the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available, as an exclusive licensing agreement with Accent Technologies is necessary to obtain this software. The requirements needed by DOE-ID and used to determine sources available that would meet the Government's requirements are: 1. The ability to create presentations from existing presentations quickly. 2. Cataloging Meta data information. 3. Web-based. 4. Hyperlink functionality. 5. Multi-user access. 6. Assign access rights based on users need or role. 7. Key word searches (full-text search) and retrieval at content level on pages or slides. 8. DOE-ID hosts the software. 9. Ability to find Presentation in one location. 10. Taxonomy strategy for content management. 11. Document management system. 12. Browse and search inside files to quickly assemble new documents. 13. Be able to use shared files. 14. Create personalized sets of presentations. 15. Be able to categorize presentations for easy retrieval. This Notice of Intent is NOT a request for competitive offers and a solicitation will not be issued. However, any firm that believes it can meet the requirements listed above may give written notification to the Contract Specialist via email by no later than 3:00 p.m. Mountain Time on September 22, 2005. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
