Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Maryland of College Park to develop gold nanowire samples for assembly in the optical tweezers instrument, assist in assembly of gold nanowire structures, make electrical connections to the gold nanowire structures using two-photon polymerization, and support integration of two-photon polymerization into the optical tweezers instrument at NIST. ****This notice of intent is based on market research that leads NIST to believe that only University of Maryland can provide the services noted above because they are the only known source that have the capabilities of performing metallization to transform the polymer nanostructures to conductive elements and are familiar with techniques of optical trapping that are also required for this project. **** The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is 500 employees. ****No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however interested parties that can provide the research services noted above may respond to this notice to indicate that they can provide it. Such notice shall be provided by September 16, 2005. The Government will then determine whether this procurement can be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
