Description
The NATO Consultation, Command and Control Agency (NC3A) has invited National Delegations to propose National Land Command and Control Systems (LC2S) to be demonstrated during the Land Command and Control Information Services (LC2IS) workshop to be held between 26-30 September 2005. The workshop, designated by 1999/5HQ00592, has been authorized for implementation by the Infrastructure Committee within the framework of the NATO Security Investment Program. NC3A is expecting that National demonstrators will: 1. Participate in an Information Day workshop in support of a National C2 Systems Demonstration, organized 1 September in Brussels, to get additional information on the NC3A expectations for the demonstration and the technical description. 2. Provide a technical description of their Land C2 Systems, using the Target Architecture Framework (only the Service Architecture is expected: see attachment for more details), no later than 15 September 2005. 3. Demonstrate their systems (based on the scenario that will be provided by NC3A during the Information Day) during a workshop to be held 26-30 September (each National Land C2 System will be demonstrated during a maximum of one day). PLEASE NOTE, THE U.S. DEPARTMENT OF COMMERCE WAS ONLY NOTIFIED OF THIS PROJECT AS OF 7 SEPTEMBER 2005, SO THE INFORMATION DAY WORKSHOP HAS ALREADY PASSED. HOWEVER, INTERESTED FIRMS MAY STILL BE ABLE TO TAKE PART IN THE LATTER WORKSHOPS DURING THE WEEK OF 26-30 SEPTEMBER 2005. In addition, the U.S. Department of Commerce has previously advertised a Notification of Intent (NOI) related to LC2IS, inviting bids from industry to Develop and Deliver Increment-1 of the LC2IS in Support of Land Staffs. Firms interested in pursuing this LC2S workshop demonstration are also encouraged to consider bidding on the LC2IS project, which can be found on the Federal Business Opportunities website by doing a search for IFB-CO-11715-LC2IS under Solicitation/Award Numbers, before its 15 September 2005 deadline. ELIGIBILITY If your firm would like to take part in the LC2S Workshop and Demonstration, it must first be nominated by your National Authority with the required Declaration of Eligibility. Requests for participation received directly from firms cannot be considered. CERTIFICATION THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. The contracting entity is the NATO Consultation, Command and Control Agency (NC3A). Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Brussels, which will in turn provide the Declaration of Eligibility to the contracting entity. In addition, you may request a copy of the Bi-SC AIS Target Architecture Engineering Methodology for describing National Land Command Control Systems to help you prepare your workshop demonstration.
