- NASA/MSFC has a requirement for 100 each of an INVAR 36 polar boss and 20 each of a water soluble ASTM mandrels. NASA/MSFC intends to purchase the items from Advanced Composite Technologies and Associates (ACTA)on a sole source basis. ACTA have developed a process for producing the mandrels with high reliability. This involved a vacuum oven cure cycle and hydraulic press compaction. It would be difficult to transfer this knowledge and experience to another vendor. ACTA has already produced a mandrel that is now being utilized at NASA for an all-composite cryogenic tank structure, therefore compatibility is essential. ACTA already has the drawings for the polar bosses and has produced them for NASA on another effort, plus the ACTA machine shop has the Computer Numeric Control (CNC) program on file which will result in a large cost savings and can deliver the hardware in a timely fashion. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton later than 4:30 p.m. CST time on 9/9/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
