Description
NASA/MSFC has a requirement for two 4pi Energy Dispersive X-Ray Spectroscopy Systems. NASA/MSFC intends to purchase the items from 4Pi Analysis, Inc., Durham, NC, for two Energy Dispersive X-ray Spectroscopy (EDS) Systems capable of producing qualitative and quantitative elemental x-ray spectra, x-ray dot maps, and digital images, pursuant to FAR 13.106-1(b)(1), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. The proposed EDS system is manufactured by 4pi Analysis, Inc. It is imperative that this system be procured to ensure full standardization with other MSFC-owned EDS equipment being utilized on five existing electron microscopes owned by MSFC. Each microscope is outfitted with a 4pi EDS system to perform quantitative elemental analyses, x-ray mapping and digital imaging. This standardization ensures consistency of analytical results across all microscopes since the same computer code will be utilized for spectral quantification. In addition, standardizing on a single system increases laboratory throughput when performing time sensitive manned flight hardware analyses because the breakdown of a single EDS system can be compensated by the continued operation of the others without additional training. 2. Market research reveals that 4pi does not sell through distributors and is the only known source that can fulfill the Government?s requirements. The Government intends to acquire a commercial item using FAR Part 12. Access board standards located at url: http://www.section508.gov/index.cfm?FuseAction=Content&ID=12 necessary to ensure compliance with Section 508 of the Rehabilitation Act of 1973 applicable to this acquisition is Section 1194.21. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9 September 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
